Technical Assistance to the Government of Mozambique
The JOBA Programme aims to support the Government of Mozambique with Technical Assistance contributing to some systemic changes, aimed at increasing the responsiveness of skills training to the labour market. Technical assistance will in particular contribute to improve labour market information, and help to establish a Labour Market Information System to identify areas of need for workforce development through training. Through the technical assistance JOBA aims to capitalize on opportunities stemming from the new TVET law.
The private sector elements of the TVET Law relate to: PPPs, decentralization, internships, quality control, improved statistics, a labour market observatory, autonomy for state-owned training centres, and a new financing mechanism that includes a >1% levy on the private sector to fund public and private skills training provision.
